In 2007, Poland started preparations to take over the Presidency in the EU Council by analysing the experiences of other countries and identifying the needs of the administration.
The main task during the preparation period was to set priorities which would correspond to the strategic objectives of Polish and European policies, to build a strong team responsible for organising and leading meetings, and to create strategies to promote our country, culture, economy and tourist attractions.
KEY DATES IN THE POLISH PRESIDENCY PREPARATION PROCESS
- October 2007 – identification of the training needs of the government administration with regard to EU matters;
- 15 July 2008 – adoption of the Regulation on the Establishment of the Government Plenipotentiary for the Preparation of the Government Administration Bodies to Hold the Presidency of the Council of the European Union by Poland;
- 14 February 2008 – Copenhagen, the first meeting of the Poland-Denmark-Cyprus Trio;
- 13 January 2009 – adoption of the official preparation programme for the Polish Presidency by the government;
- 5 February 2009 – launch of the Polish Presidency preparations website: www.prezydencjaue.gov.pl;
- 5 May 2009 – appointment of the External Experts Team for the Programming of the Polish Presidency of the EU Council. The team consists of the foremost representatives of the European think-tanks;
- 23 June 2009 – adoption of the Resolution on the Establishment of the Multiannual Programme to Provide 430,000,000 PLN Financing for Preparations and Holding of the Polish Presidency of the Council of the European Union by the government;
- 21 July 2009 – adoption of the catalogue of good practices by the European Committee of the Council of Ministers – first guidelines on entering into agreements with business partners in relation to organising the Presidency;
- 8 October 2009 – commencement of specialised French courses for the Presidency Corps;
- 19 October 2009 – commencement of training courses on EU knowledge for the Presidency Corps;
- 22 October 2009 – announcement of the official website address of the Polish Presidency: www.pl2011.eu;
- 26 October 2009 – commencement of a specialised English course for the Presidency Corps;
- 8 June 2010 – commencement of specialised training concerning practical aspects of the participation of the Polish government administration in the European Union decision-making process;
- 9 June 2010 – series of meetings of the Prime Minister Donald Tusk and the resort ministers from the College of European Commissioners in Brussels concerning the priorities of the Polish Presidency;
- 21 July 2010 – acceptance of the preliminary list of the Polish Presidency programme priorities by the government;
- 26 November 2010 – debate in the Sejm on the state of the preparations for the Polish Presidency with Mikołaj Dowgielewicz, Government Plenipotentiary for the Polish Presidency in the EU;
- 14 December 2010 – debate in the Sejm on the priorities of the Polish Presidency with Mikołaj Dowgielewicz, Government Plenipotentiary for the Polish Presidency in the EU;
- 17 January 2011 – visit of Herman van Rompuy, who was invited to Poland by Prime Minister Donald Tusk. European issues, including the priorities of the Polish Presidency, were the main subject of the talks;
- 28 January 2011 – inauguration of the recruitment of Polish Presidency liaison officers and their coordinators;
- 18 March 2011 – announcement of the Polish Presidency’s cultural programme;
- 13 April 2011 – signature of the last agreement, ending the process of choosing business partners of the Polish Presidency (Peugeot Polska, Scania Polska, Kropla Beskidu, Orange, Microsoft Poland, and Orlen S.A. were chosen as the last ones);
- 10 May 2011 – presentation of the Polish Presidency logo designed by Jerzy Janiszewski;
- 11 May 2011 – presentation of official Polish Presidency gifts and furniture prepared in cooperation with Polish designers;
- 30 May 2011 – launch of the website for the cultural programme of the Polish Presidency: culture.pl;
- 31 May 2011 – adoption of the programme of the Polish Presidency by the government.
